Am i suppose to install telnet server on the kms server? No, there's no need to install telnet-server on the KMShost. You won't be able to establish a proper/normal telnet session, but that's not the objective. The objective of attempting telnet is to see if you get a refusal from the KMShost firewall or a failure in your network between the KMSclient and the KMShost.
As an alternative test/check, on the KMShost, open an elevated CMD console (run as admin), and execute: cscript slmgr.vbs /dlv all > c: windows temp kmsout.txt This will dump out the current KMS configuration of the KMShost into that text file.
